What does city consolidation mean?

City consolidation means dissolving the City of Shoreacres as an independent municipality and transferring governance, services, and decision-making authority to another city or government. Once consolidated, Shoreacres would no longer have its own mayor, city council, ordinances, or independent control over budgeting, staffing, and priorities.

Is consolidation permanent?

Yes. Consolidation is effectively irreversible. Once a city gives up its charter and governance, there is no guaranteed or practical path to becoming an independent city again. This decision permanently removes local control. 

La Porte's tax rate is lower than Shoreacres'. Wouldn't consolidation mean instant savings?

Not necessarily. While La Porte's current tax rate is lower than Shoreacres', a lower tax rate alone does not guarantee lower taxes overall. Things to consider: different fees, assessments, and utility charges, changes to service levels (police, fire, EMS), potential tax increases set by a larger city, loss of Shoreacres' ability to control or cap its own rate. Residents would have no control over future tax decisions once consolidated. 

Would my total tax bill definitely go down after consolidation?

No. Even if the base tax rate is lower, total tax bills can increase due to higher property valuations, additional city fees, and future rate increases approved without Shoreacres specific input.

If consolidation saves money, why can't those savings be guaranteed in writing?

If savings were certain, they would be clearly guaranteed. The fact that projections are estimates, not commitments, means residents are being asked to take a permanent risk based on assumptions.

Does a lower tax rate mean the same or better services?

Not always. Lower tax rates can reflect different service models, larger service areas with slower response times, less neighbor specific investment. 

Could Shoreacres lower its own tax rate without consolidating?

Yes but it would require budget reform and cost control, grant funding to offset expenses, interlocal agreements for shared services, financial audits and transparency improvements. 

How would consolidation affect emergency services (EMS, Police, fire)? 

Consolidation often results in Shoreacres becoming a lower priority service area compared to denser or higher revenue zones. Response times may increase, local familiarity is lost, and staffing decisions would be made outside of the community. 

Isn't consolidation the only option if the city is struggling financially?

No. Consolidation is a policy choice, not a requirement. Other cities have stabilized finances through government reform, grant funding and interlocal agreements, and budget restructuring and audits. 

Why hasn't reform been tried first?

That is a key concern. Consolidation should be a last resort, not the first response. Residents deserve transparency, audits, and a clear reform plan before being asked to permanently give up their city.

What happens to city employees?

City positions are often eliminated or reassigned at the discretion of the absoring city. There are no guarantees that local staff or institutional knowledge would be retained.

Why vote NO to consolidation?

A NO vote protects local control, community voice, safety priorities, financial flexibility, Shoreacres' future as an independent city

Will Shoreacres become an HOA? No

What will La Porte do with Shoreacres 3.7 million dollar debt? The city of La Porte would have to absorb this debt and offset it in future assessments, fees, and or taxes.

What about taxes, what are the differences? In plain terms, On a $300,000 home: A rate of 0.710 to 0.850130, is a difference of about $35 more per month for the homeowner, with no guarantee of better services. (2025 tax rates of each cities respectively)

Will La Porte immediately start working on Shoreacres infrastructure? No plans have explicitly been determined

Will there be La Porte Police in our area to patrol the area as our Shoreacres police do? There will likely be presence on an as needed basis such as other neighborhoods an areas of current La Porte.

Will we become unincorporated Harris County if we don't consolidate?

To become unincorporated in Harris County: The city must pursue disincorporation under Chapter 62, Voters must approve or the state must intervene by a 50% + 1 vote, Debts are accounted for, The city legally dissolves, and Harris County becomes the governing authority.

What if reform fails?

Consolidation can petition every 2 years. Although consolidation can be petitioned every 2 years it is recommended to give at least 5 years for city reform. Reform of our lovely city can and will be done!
